The difference would be that when it just dies out it's due to the lack of effort from both of you, if he let it die out that would mean you were putting the effort and he just let it die out anyways, which is usually a sign of disinterest so I would say it depends on this

okay I'm seeing him in 9 days we'll not him really he stole my old house and I'm going their and he might be coming on holdiday with me and my cousins but a while ago I told him I liked him but he thought I was ranking him so we forgot it and then my cousins moved back and he likes me cousin... but I really liked being his friend

Love is a wonderful thing & in this case you should talk to your cousin because if she likes him & you like him that could create a little tension between you two. On the flip side if he likes your cousin & she likes him remember two is a couple, three’s company.
