Should I text him? I don’t really know what to do and any like advice would be good?

so last weekend i was at a swim party and this boy comes up to me and then he wrote “hi my name’s jason can I get your number? I think you’re cute.”

and i said “hi i’m sorry but i don’t really feel comfy with that but maybe we can talk a little bit first”

and then he said “here i’ll just give you mine and then we can text later” and then he ran away and didn’t really talk with me after that.

i just feel confused by the whole thing and i haven’t texted him

Well it's because he's probably Young and you're probably a beautiful girl

And he probably hangs out with a lot of friends guy friends so if you text with him then he gets to be a big shot with his friends and he gets his exaggerate and tell wild stories about you and him and what kind of relationship you're in and blah blah blah blah blah blah... So you can either start a conversation with him and see how honesty truly is but if he's doing what I just said about then who knows where it could go you have to be careful with things like that

No harm in texting him and saying hi. How else are you going to get to know him if you don't talk to him? It seems like he has a crush on you and is interested in getting to know you! It's ok to not know how you feel exactly. You're still VERY young! It's ok to put yourself out there though and get to know someone. Just be cautious and don't ever let a boy or anyone else pressure you into doing anything you don't feel comfortable with (this goes for in person and over the phone). Don't ever send pictures you are not comfortable sending for example.

If you decide you don't like this boy in a romantic sense, just be honest and let him down gently. If he is decent, he will respect it. If he bothers you, tell your parents or another trusted adult and block his number.

Well... you proposed to talk for a bit first, and he gave you his phone number.

I'd say that is a clear sign that he would like to talk with you.

You can always see how things go from there on... and you can always leave any time you think it's not going to work out.
