NO, it's not bad. I sometimes harmlessly flirt with waitresses in restaurants, not expecting anything. My wife used to be a server, and she says flirting with customers helps the day go by. I gladly support that.

Depends on circumstances like if you or the person you’re flirting with is in a relationship. It could also be mean to mislead in situations where one knows they have no intention of the flirting going anywhere and the other doesn’t

No, flirting should always be done without expectations! Just have fun. No pressure on you or the other person. Make her or him laugh. Have a great time. Maybe something comes of it. Maybe you just have a good night out. Maybe you run into that person again. Is that so bad?
Flirting should not be viewed as transactional.
