Like they’ll be very playful, bothersome, flirty etc but you never hear from them the second you guys part ways.

Did you call/text him? Maybe he's asking the exact same question about "women" (you).

Otherwise, there is not enough detail to know what's happening in your situation. If you give some more details, I can take another stab at this. But... step 1 is making sure you're not expecting him to text/call you... if you aren't willing to do so yourself (and maybe you already have. I don't know the details yet)

Maybe he's just having fun when he's out. Teasing. Being suggestive but vague. Challenging women's IQ and values. Making the conversation about something other than meaningless small talk. I do that a lot. Does it upset women? I thought they enjoyed it.

Oh … this isn’t a strictly men thing. Both sexes engage in this behavior. As for why? Your guess is as good as mine. I just figure, “Out of sight. Out of mind.”
