It really depends on the person. There are a lot of women that are attracted to no one. But they flirt constantly. Because it isn't about attraction to them. It's about control and manipulation.

To a mentally healthy person it's about emotion and response to attraction. But how much of It is emotion and how much of it is attraction depends on the person.

It's more about psychology. Testing the waters with someone you're getting to know and seeing how far they can be drawn out in order to get them to reveal themsleves.
