Honestly I think it's extremely hard--ultimately impossible--to tell. With guys AND girls. The only way to really know is if a person makes an effort to see you again after the flirting takes place. Some people are just flirty in the moment, but that is satisfying enough for them. Until the person goes out of their way to see you, I would take their flirting as a grain of salt. Meaning, don't be disappointed if they are abrupt or aloof to you afterward. Yeah, it's mean. But it's the truth.
