I've been messaging this guy and we flirt a lot like he constantly calls me super cute and beautiful and sweet and I asked him for his opinion on shoes I wanted to buy but he told me he actually isn't good with shoes he is better at helping with clothes. He offered 3 times to help me with outfits (we talk long distance) and said he can always be there to help me with outfits and clothing drama even after he knew I had a boyfriend he said he didn't want to complicate anything but he would always be free to help with clothing drama if I needed. I don't want to assume anything but tell me straight up what his intentions are... thanks

He just wants to check out your body. Ask your boyfriend for outfit advice instead, his opinion of how you look wearing something should be the only male opinion that matters.
