There was this really stylish guy on the subway the other day I kept stealing glances at.
He looked very confident till he got off and suddendly switched to a cute lost puppy searching for the exit but he looked back at me before leaving.

How should I say this... okay so personally guys are use to going out of there way to talk to another human no matter the sex, but when we find someone we have an interest in we do become weird in ways small or big. So yes a woman taking the time to approach is huge because it never really happens. Think of it as flowers, or a sweet gesture someone does for you now take all of them in a month a very even and we don't see that in return in ower whole lifetime so...
If you see someone you like and they don't make a move approach worse that can be said is no your turned down or shot down but we will explain why we say no at that very moment
When I was in college, I was between classes and had to stop[ in front of the gym to re-tie my shoe and, while sitting there, this gorgeous, sexy young girl of 17 walked right up to me with a big smile on her face, put her hand out for me to shake it and said, "Hi, my name's, Jennifer. I saw you in the lunch room and thought you were a really neat guy and I wanted to meet you! What's your name?" I told her, shook her hand and we almost instantly became best friends!!
Just approach him. The confidence part isn't necessary. Trying is better than just letting him leave.

Just say hi and see how he reacts. Have some questions ready if he responds favorably.
Just go up him and introduce yourself. He might be shocked by someone making an attempt.
Approach him, the same way you'd want him to approach you
