Escalate.
Flirt back, tease her, and get her alone with you in a restaurant or at your place.
If she's interested she'll laugh and giggle and will be open to your invite to dinner and a movie.
If she's just wasting your time she'll decline your invites.
It's really that easy.
And one more thing... don't call your time alone with her a "date" because that's too formal. Just say something like this, "Hey, you're always so playful and fun! Have dinner with me this week... like Wednesday. There's a fun pizza place I love, let's go there." Or, "Hey, you're always so fun to hang out with... come over to my place for dinner this week.. my family is having home made pizza Wednesday night."

At yur age, I'd resolve this question by slapping them on the behind. You can tell what they really think by their reaction. If they like you, they'll giggle or tease you.
When a girl really likes you, she will try to lean close to you, play with her hair while looking at you, smile, laugh at your jokes. One of my biggest giveaways is Touch, I only sublty touch men I'm attracted to.
Direct approach. Ask them out. If she goes, she likes you.
