Avoiding eye contact: when is it shyness and when is it disinterest?

Basically the question. If a guy avoid eye contact when talking to a girl, when does it indicate that he is shy and when does it indicate lack of interest? Or is avoiding eye contact always a sign that a guy isn't interested?

How can I differentiate between the two?

I'm a really shy guy, but I've talked to three girls, because I saw their massive amounts of flirting signals - and never once have I avoided eye contact with them; soooo... if the guy is really shy then it's probably perhaps lack of interest, but I would prefer other guys answer, because I have no idea

i've noticed that shy people (including me) tend to avoid eye contact but sneak looks at people they are curious about in a discreet way.
