It's a machine that processes a lot of milk, so a lot of bacteria. So that thing not only has to be cleaned a lot, it also regularly goes through it's own maintenance schedule where it stops working to heat up its contents, in order to pasteurize it. When the machine is "broken", it's probably something cleaning related.

McDonald's ice cream machines have a ridiculously long cleaning cycle, which can take hours. I don't think that employees that think they deserve $15 to flip burgers and fry fries are really excited about the idea of spending hours cleaning an ice cream machine. I'm sure there are other reasons, though. Sometimes they are broken.
It could be serving ice cream is a lot of trouble that as it labor intensive and they don't make much money on it.
