Most places have local desserts, cakes, biscuits etc that are well known locally and although they do get eaten elsewhere never in great amounts. But Ice cream seems to be different, not only are there umpteen brands in the shops there are lots of kiosks and parlours plus every restaurant seems to have an ice cream menu.
Is it universally popular? I don't know. I mean, I like it, but supposedly 65% of Americans are lactose intolerant and large parts of the world have high percentages of lactose intolerance. So I doubt if ice cream is ubiquitous everywhere.
Lactose tolerance supposedly only began evolving in humans 8,000 years ago in the Levant.
I may have gone off topic. Why is ice cream popular? It sure is refreshing on a warm day. Nothing but custard or pudding is as smooth and creamy. It makes a good dessert because it isn't all that filling. And, even though it's sugary, it actually does contain some nourishment.
Sugar/sweet taste is universal. You don't like coffee? SUGAR. You don't like tea? BOOM! SUGAR. So when you mix milk/cream/sugar and other flavors, Viola. Something everyone likes. I read that nothing in the wild historic nature contains both fat and sugar and that is why ice cream and chocolate and pudding is so addictive because it captures your taste buds in a way that nothing in genetic history did before and your body does not have a defence wall for rejecting it since your human ancestors did not eat it.

Never have I had that problem.. drinking milk and a random milk stache appeared. Strange idea.. but there it was.. the white milk stache plastered in commercials everywhere. I could describe why. It's creamy, cold, can be mixed or topped with about anything, delicious even when plain, can be soft or hard served, etc. It also makes a good partner to pieces of cake, pie, cobbler, brownies, and blondies. Or even simple things like sweet cooked apples.
I just loved ice cream, and had a Husky dog that loved it to death and we would eat it together each night. After he died, I just can't eat it anymore, I still love ice cream, but I remember him and feel too sad, just can't eat it anymore.
