Would you tip in this situation?

It was more so the principle of it, but it was a bit awkward.

So it was basically a bagel place, but we ate it there, so the guy literally just put the plates on the table. There wasn't even tap water to drink. We had to go there because the other place we love to go to was unexpectedly closed. They make REALLY good breakfast sandwiches. This place was not good at all, even the bagels weren't very good, and it was also a bit more expensive than the place with better food. When I went to pay the screen asks if I want to leave a tip, and I clicked no tip, and after he asked me how everything was... I just said "ok"... Like, you weren't really waiting on me, and the food was disappointing. I think almost $15 is more than generous for two bad bagels with a few eggs, cheese, and slices of pork roll on it.
