On a very real and serious way, in reality few people know, but food and the Food industry is responsible for the worlds most brutal and despicable crimes, from murder, to rape, to slavery, etc, etc. So as per your statement, Does food create crime? Yes, it does, in Fact it creates more crime than any other thing. Even more an heroin and cocaine put together. On the other hand food is even responsible for the most deaths, since most ailments are food related. However, we can't throw the baby out with the bath water. Simply, it is never the knife that is wrong, but the hand that wields it. I mean, it could be used as a scalpel in a life saving operation or as a dagger to murder someone. Therefore , it is not the sausage roll that causes the crime, but the total failure to cut down on unemployment and provide more free food, soup kitchens. As they say, the best policeman to cut down on crime is a " JOB".
