The best by date is just that, when it's best. I'd just check it for any discoloration and such but it should be cooked at a high enough temperature to kill off anything concerning otherwise. No reason it shouldn't be perfectly fine.

When it's gone bad it'll have a specific smell that smells off. Worst case scenario you'll get an upset stomach with a touch of diarrhea lol aka food poisoning. Just make sure to cook it well done and if it tastes off don't eat it unless you don't mind an upset tummy.

It's fine. I'm a former sous chef. Best buy is just that, the date it is BEST BY... now if it's "USE BY" then that'd be a different story

Yes, as long as it's been refrigerated and doesn't smell, it's still good but cook it well until it's internal temperature is above 165F.
