That depends on how you define a sandwich. In the Merriam Webster definition it would be considered a sandwich (https://www. merriam-webster. com/dictionary/sandwich)

But according to the Cambridge dictionary it would not fall under the definition of sandwich:

A hot dog is its own thing in my opinion.

A sandwich is two bread slices with filling in the middle which means a burger may fall into the category of a sandwich however the hot dog has only one bread ‘slice’(if we can truly refer to it as a slice to begin with) with one meat filling and condiments. Definitely two different things, I don't know just my opinion on the subject.
