I would say yes. It's a warm sandwich - sausage on a bun.
If you sliced a sausage down the middle long ways, grilled it, and put it between two pieces of bread like a der Wienerschnitzel polish sandwich, it would be a sandwich, right?

Certainly , not my definition of a sandwich , but I also would not eat a highly processed sandwich , so I consider a sandwich to be between two slices of bread , I'd only eat one that was quality bread , and non processed filling.
It's a bun, like hamburger. In my perception a sandwich is made of two bread pieces.
However I think it differs between English or non-English native speaker, because sandwich is an English term. In languages I speak natively it's just a 'slice of bread' or 'cut of bread'

At Subway the restaurant, they don’t separate the bread but it’s still a sandwich there.
If someone asked me if I wanted a sandwich and then handed me a hot dog, I would consider it a misleading ask. Although I suppose it could be considered such on its properties alone, I don't think many people think of it as one.
