This thing is a Scottish porridge spurtle. It is used to stir the porridge. Better than a wooden spoon, because the bowl of the spoon causes the porridge to stick together in clumps. The thistle at the top indicates it is Scottish.

It's something a woman uses slowly in a kitchen over several hours to please many men. An inability to use it properly and get a good creamy finish would be frowned upon by the men folk returning from the fields. It is of course an uwtffon, which trust me Google translate will get badly wrong.
