It means they want someone who can take the basic cooking materials and cook something nice and not just stick prepackaged meals in the microwave or just reheating frozen ingredients.

Yes anyone can follow instructions but the results are what is important people can follow instructions and still fail

Just as it's sounds, we want someone who knows how to cook and not just reheat frozen dinners. Not everyone can follow a recipe and get good results, some can follow a recipe to a t and it end up like garbage. Plus knowing how to cook isn't just knowing how to follow a recipe, it's knowing how cook from scratch without someone telling you what to do every step of the way. I just don't know how to cook, but I'm a good cook and expect the same from my partner.

Not everyone can cook, no.. you have to taste and monitor and check temperatures.. I use the recipe as a guide, but I use my own skill to go by
