Why would owner of business not ever reply to bad reviews on google?

people keep leaving bad reviews on google about this restaurant in my area and owner does not seem to care one bit. usually owners are really upset when this happens and often reply to try and apologise for the poor experience/customer service.

but this guy doesn't care one bit , perhaps he doesn't even check the google maps page but still is like dozens and dozens of bad reviews from last summer and more are starting to come in this season
