If a girl wears suggestive clothing she should expect to be stared at so you can't scold a guy for staring when you basically putting it out there.

However, if it's someone you know and are busy having a conversation with then it would be rather disrespectful to stare, a glance is fine but I'd tell him to stop staring in a joking way, wouldn't want him to feel bad. It's just boobs really

Reminds me of the first date with my boyfriend. We were talking at the table after a meal and though he was doing his best to look into my eyes his face kept drifting down towards my clevage.
Out of badness I crossed my arms across my chest to cover them up and told him my eyes were up here. He was so embarrassed, it was cute and I laughed so hard.
