Sharks and bears are probably not more likely to attack a woman due to menstruation. Humans are not normal prey for these animals, so they don't necessarily have a instinct to seek human blood. Plus, the amount of time a lifeguard spends in the water is likely minimal, and she probably won't be in dangerous shark infested waters (since swimming wouldn't be happening in those areas).
