Trending & News They're probably not asking for it in the sense that they put that outfit on in the morning to receive stares all day. They likely put it on because it's comfortable and that's what they want to wear.
And then it gets tricky. Most women tell guys to "f**k off and that they're not asking for attention" when a guy stares. But the fact is that that outfit calls for attention whether they like it or not. So sure, they may not put on leggings for the purpose of getting stared at, but they should expect it to happen and deal with the consequences if they wear them.
I have every right to wear a bikini around all day if I wanted to. I may wear it just because I want to, not for the purpose of getting attention. But I understand that I will have to deal with the extra attention that comes with my decision to wear the bikini. And that's where some girls go wrong, because they get angry at guys for staring, despite the fact that they're wearing an outfit that calls for their attention. And that's not right.

staring is rude regardless of the woman's attire. those cloths are very comfortable and the only way to know if she wants people to notice certain parts of her body is to ask. she may also just love the way the outfit looks.
No but dressing certain ways draws certain attention. Like someone going to a funeral and wearing a bright fluoescent yellow dress while everyone else will be in black. Certain things draw attention and this is actually something taught in art class. Of course nobody deserves to be stared at or cat called. But she shouldn't be surprised if guys look or find her attractive in a respectful way.

Seeing as someone wearing a clown costume is way more of a rarity and weirder thing to see on the street then something as common as leggings is a poor analogy to justify being a pervert and staring at a women for an uncomfortable and unreasonable amount of time. Creepy.
