Unless they're pointing and laughing, they likely like you and want you to approach them.
How to do that if you don't know what you're doing is a minefield, but either way if they're staring at you, 9 times out of 10 it's an IOI; on the surface they potentially like you.
Now whether they still like you after you open your mouth telling them how you'd like to bone them is another issue altogether.
