I just saw a head pat on a Japanese drama. I don't know how most women would interpret it. It's a bit ambiguous when it comes to affection. To some women it might seem sweet where other women might take it like being treated like a child. Plus some women are sensitive about touching hair they just fixed. I guess it really depends on the woman.
