It's all about priorities !!! It's not possible to be someone's priority all the time, that's how life works. But if you never are a priority that my friend it's a problem. And you need to ask yourself if you are ok with not being someone's priority at all.

If she is just saying she is busy but says it in a friendly manner - maybe she is just busy. I am usually pretty busy and don't have time to talk with people during the day.

A person who is never busy does not intrigue me. It is good for people to have things going on and is normal.

she could be truly busy, she could just be lying. try calling for the second time and if she reacts the same way, move on. doesn't matter if she's really busy or not this time, she would try finding a way if she really wanted to.
