We weren't sitting at desks or a table, just sitting near each other. My feet weren't touching the floor, kinda dangling, He started to lightly kick my feet so I kicked back a little, Then I wrapped both of my feet around his one foot and then let go. He continued to do the same kicking thing. It seemed a little weird because he wasn't making eye contact with me. What does that mean? Also, would you consider that footsie?

Yeah, especially if he was kinda smiling a bit. The No eye contact is just kinda so other people don't notice the flirting. Its a shy thing. Or he is scared of what your reaction would be to his flirting with you so he doesn't look at you.

The other possibility is that he didn't notice he was doing it and he was zoning out or something, but that seems unlikely since you kicked back. If he does it again, give him a playful sounding "Hey!" and poke him in the stomache or something.
