Generally, it can be a lazy statement. It's easy to say, and can be said to anyone without being detailed.
For me, I like a girl to be passive/submissive sexually. Outside of sex, I value independent thought highly. I like my views to be challenged, and I need that from any girl I am seeing if they disagree with me.
Next time a guy tells you that, ask him what he likes about your personality. Their replies, or lack of them, will tell you what you need to know.
Maybe He has the character to help you grow this...

Depends on the person, i personally prefer women who are a little more active willing to speak there mind and talk shit with.
I don’t mind if she has a fiery personality. My thing is if she’s obedient.
Some cultures name such women "humble and modest".
