Tried to test the waters by touching my crush's arm. She asked me 'Do I have something on my arm?'. Is she telling me to back off?

My crush always seems to accidentally graze my hand, sometimes grab my hand, lean in close etc whenever we are together. I took it as a sign that she wanted physical contact, so today as we were sitting together, I gently caressed her arm and then she suddenly asked me "Do I have something on my arm?" To which I replied "No I just wanted to touch you", and then she went on like nothing happened.
Is that a go ahead sign or a back off sign?

The way you did it sounds kinda awkward. But if she didn't pull away and she seemed comfortable then chances are she liked it and you're good. I think it's best to make things organic, e. g cold weather is your friend. If she's cold you can put your arm around her to keep her warm etc.
