My wife and I just had an argument about this and we realized something important. Men think about sex when something triggers the thought... a bare shoulder, a touch or kiss, the light hitting the girl just right. Women think about sex when they have nothing better to think about... which is rare for most. The answer is to be honest, open, and direct. Give her a reason to think about sex (setting the mood, as others suggest), or just ask. It really sucks being turned down, but that's just part of being a man.
