Is harassing someone against the law even if that person is just saying "hey" after you told that person not to speak to you?

There is this person who has been harassing me for years, this person claims they knew me back in school but I don't remember that person then... anyways me I work at Walmart, as a customer everytime this person sees me she is always saying "hey", bit I can tell the difference between just speaking in a friendly way compare to teasing and that is what this person is doing. I'm not I'm not interested in her in any way, she thinks I'm a tool for her to play with because I'm quiet, I even told her to stop speaking to me I don't want nothing to do with you but she just laugh in my face, is that eligible for me to go to the laws on her?

Her harassing me started in 2012. Even though she doesn't stick me on the social media, still public harassment can just be as bad
