Is faking crying not a sign of lying?

For example when a woman says she was rapes, makes a crying voice but has no tears in her eyes.

Actors can cry on demand. Does that mean their role is what happened to them in real life? Or are tears not really a sign of whether a person is lying?

I was talking about faking crying in real life. I mean when she wants others believe that she is crying when she is not.
How is this the same as in acting. It is ok to fake it in films. I can't believe I even have to explain this.
