Girl physically attracted to me but not emotionally, how do I change this?

This girl seems extremely physically attracted to me, she checks me out looks me up and down and stares at me very, very frequently (to be honest it's kinda getting on my nerves). I attempt to converse with her but she is just too nervous and she just walks away when looking down on her phone. I text her, the text seem are definitely more lively but I really want to talk to her in person but she just walks away then a few moments later she keeps staring and me. If a woman is attracted to you physically, how do you get them to be attracted to you emotionally, vice versa.

I do try to talk to her but she's too nervous to talk and runs away, it's really odd. I want to get to know her more but it's as if there's a barrier protecting herself. We normally just talk about our exams and small talk.

@asker What I'm saying is drop the small talk. You're using it as the barrier. If she's literally running away from you then its not nerves she just doesn't like you and you need to move on to the next. If you're having a real conversation you need to be direct, tell her you like her and ask her for a time and place to go out. Dont be vaugue about it either. She may reject you but then you wouldn't have to worry about it anymore and you can put your energy into women that deserve it.
