Mixed feelings, why does she seem interested but, not responsive?

I went on a date with a girl on July 18th and I asked her out on a second date to which she said yes. Things were great until about a week in where I noticed that she wasn't being as responsive. I kept bringing up wanting to see her and what our second date would look like and she only responded once about what to do but, no date or time given.

She was quick about going out on our first date and is clearly stalling for the second. So, I started to take this as, she is no longer interested and completely stopped texting her. 8 days later, she sends me a text saying, "why aren't we together".

I'm sitting here like... what the heck? I have been trying to see her and she hasn't made any effort back. Why all of a sudden she comes back saying that? More so that I was starting to feel like she was or is ghosting me?

Maybe I’m missing something here, but if you keep asking about a date, why not set a plan and see what she says? I totally get wanting her to take some initiative as well, and she really should, but over time I’ve come to notice that a lot of women are really bad at that, or just aren’t sure how to navigate this area of dating early in and expect the guy to set a plan. Or suggest one at the very least. So if you were like “hey I was thinking maybe we could catch a movie Friday night at blank time, what do you think?” Or “what’re your plans for Saturday night? I was hoping we could grab some drinks?”. Anything like that basically.

I did set a plan originally but, had simply asked her when she was available. She is a nurse and is very busy but, she never got back to me about it until recently.

However, I took your advice and was more direct by asking her out this weekend. I am waiting for her response now. Depending on how and if she responds, this will help me realize where we actually stand. Thank you very much for your advice, I appreciate it.
