Girls who act really interested and direct, then go cold. Do they want to be pursued or left alone?

A girl approached me in public and she was direct and said she wanted to talk to me, and offered her number. I texted her later today day and she responded with one word. I called a few days later and she was just like "who is that? I'm at home, gotta go, well talk to you later" and hung up. That was the entire conversation.

I didn't know her so it's no big deal. It's just weird. Why do girls act interested but go so cold for no reason? Is it a test, playing hard to get, or just low interest?
