Its hard to tell. Some people form strong but non-sexual friendships. Its also possible that she appreciates the attention and your (I'm assuming) interest, even if she doesn't want to act on that interest. (I'm a straight guy, but I still found it flattering when a gay friend expressed interest in me, even though I had absolutely no interest in him or any other guy).
She may not even have clear thoughts herself. Attraction is a funny thing and the lines between friendship and romantic interest are a lot blurrier than many people think.
Probably the best you can do is make it easy for her to flirt / escalate if she wants. Make the occasional comment that could easily be innocent / joking - or not if she decides to up the ante a little bit.
Humans are so complicated.
Lesbian is the favorite category of women, so don't be surprised if she is into queer stuff.
