Because there are 2 personalities, but One has more than the other...
1-Pretty and shy as you said, and she might be afraid of failing in to Actions/Talks.
2-Pretty & Posh, these tend to "feel" that the Average guy is "not enough for them", so they feel that everyone needs to Bow down to them...
So i'm sure the 2nd category is more Unaproachable and More in to "rejected side" for men...🤷‍♂️

Lack of confidence in dudes, why guys fear speaking a be attractive woman is beyond me, shyness fear of being rejected, could be, but I see an attractive women white out and about I post my compliments and tell her if it's welcomed great, if not have a wonderful day and keep going a closed mouth don't get fed

Maybe she isn't as pretty as she thinks she is, or maybe her personality isn't good despite her thinking it is. Possibly she's unreasonably picky for herself. Those are the most likely.
