She is a weird person. If she does indeed act flirty and then when you bite the hook, she pulls away, then there is something definitely wrong with that person.

Perhaps that you should ask her the reason behind her odd behavior. I do not flirt, ever. But if I did, then it would be because I have some interest in that target person, be it on an emotional or intellectual level but never on a physical one.

It could be that she is testing men to see how they react to her behavior. Given that a great number of men seem not to be able to control their testosterone, she has an easy task but in my opinion, it is not a correct behavior.
