Yes because she's doing something she likes without caring about if other people approve of it or not.

I love to experiment with makeup but rarely wear makeup when I go out, many of us wear makeup because of how it makes us feel rather than to try to impress others (most of the time).

There's cultural factor too.

Like, in China mainly, women apply skillful makeup while going out as if it's the most natural thing to do.

I don't condone this but at the same time, I won't object it unless the women have any issue
