If it is please site your source for that law that if you get aroused you face jail time. I am just not buying it. As for why we can wear swimsuits that are skimpy it is because that is our choice. If you don't like it then don't go to the beach or pool. If you can't control yourself because of it then you have some issues at the age of 53. As long as my private areas are covered then what is the problem other than your lack on self control? Do you wear a t-shirt when you go in the ocean or pool? No you don't. You get your shirt off.
