Why do women compliment other women on their appearance whenever they are straight but won't compliment a man?

This is the best answer I can give. Women consider men opponents unless the man is gay or unless they are dating. You don't compliment your opponent unless it's gain a strategic advantage. So if a woman has something to gain by complimenting a man she will. Otherwise it's just opening herself up.
