"Tongue Tied" What does this phrase mean?

What does it mean to be tongue tied around someone, does it mean the person won't say a word, They just stand there looking at you?

Or they might not even respond when you talk to them because their nervous?

The person isn't able to get the words they need out. Due to either nerves or maybe shyness.

Usually it's an inability to express themselves because they're nervous / shy / overwhelmed.

I just was just wondering because there's this girl I know who often looks at me, and sometimes when she interacts with me she just stands there and doesn't say a word, and I have to initiate. But other times she can initiate, no problem

I think we all have a little difficulty sometimes, starting up a conversation. Depending on who you're talking to and what you're talking about as well.
Might be personal, might just be internal.
I guess if she's comfortable talking to you during other times, it's probably more about what to say - not really about not wanting to say anything.
