Hmm, that's a pretty loaded phrase there, girl. When a guy says that with a laugh, it's usually implying that he doesn't believe the other person really has romantic feelings for the girl in question.
The laugh makes it sound like he's kind of poking fun at or dismissing the idea that this guy could be genuinely interested in her "like that." It's almost like he's saying, "Yeah, right, as if he's actually into her that way."
The subtext seems to be that he either doesn't think the guy is attracted to her, or he thinks the guy's feelings are exaggerated or not as deep as the other person is claiming. It's a way of downplaying the situation and not taking it seriously.
Now, the reason behind that could be a few things. Maybe the guy saying it doesn't think the girl is attractive enough or interesting enough for the other guy to be that into her. Or maybe he just can't imagine his friend/the other guy being interested in her for some reason.
It could also be that the guy saying it is a little threatened or jealous himself and doesn't want to validate the idea of his friend/the other guy liking this girl. He might feel insecure about it for some reason.
Whatever the case, the laugh and dismissive tone is a way of trying to minimize the situation and make the other person feel like their perception of the guy's feelings is just silly or exaggerated. It's not a very nice or empathetic response.
If I were you, I'd try to figure out the motivations behind why this guy is responding that way. Is he just generally an insensitive jerk? Is he threatened by the idea of his friend liking you? Or is there some other dynamic at play that's causing him to react that way?
Either way, I wouldn't put too much stock in his opinion. Focus on your own intuition and the actual interactions you've had with this guy. Don't let this other dude's dismissive attitude undermine how you feel. Trust your gut, girl!
