Not necessarily. It has something to do with what age the person is, what their life situation is and reasons why they've made this choice.

If a man isn't satisfied with his job, education, training, where he lives, what vehicle he drives, why would he be ready to father children?

Maybe he grew up in a dysfunctional household where he and his siblings were abused, neglected or both. People raised under such circumstances didn't witness parents with skills or have the self-esteem to believe they CAN raise children to be happy and healthy since they weren't raised that way.

And it's a sign of maturity to know what you do or don't want in life. Some people do not want children, period. They need to find someone who feels similarly.

So , of course there are Peter Pans who never want to grow up. They exist. But there are a dozen reason why a man might not want to have children. Immaturity could be one. But there are a host of others.
