Should girls wear proper outfit or boys should lower there eyes?

Neither. It's alright to look for a second or two to admire but staring is really rude and makes girls feel creeped out uncomfortable. I've seen girls wearing burkha also get hit on so I highly doubt choice of clothing is the problem. The only time I feel girls should dress modestly when they're going to religious places, hospital and funeral. I mean, expecting girls not to wear bikini on a beach is silly just because some guys don't have self control. So, in certain places girls should think about what's appropriate for wearing and guys should know when to look away like I said looking for a second or two is fine but staring? Not really

Women need to be aware that men are, generally, visual beings. If a woman dresses a certain way,, then don't complain if men stare. And men need to realize that just because a women is dressed in a way that makes him stare, that doesn't give him the right to make lewd comments to her. He can think whatever he wants, but it doesn't need to be voiced. Just sayin'...

Neither? Girls can wear whatever they want and guys can look (not stare).

But both of us sexes should understand our responsibility. Girls should wear modest clothes where it is expected of them like funerals or villages of undeveloped countries etc. And guys should not stare to make them uncomfortable and should not catcall them.

@msc545 it's very likely that you didn't understand my point. There's a clear difference between looking and staring. I do not believe you actually meant what you have said. If you are normal man, even you would feel uncomfortable with actually "staring" at women's skin.

I don't stare at anyone. If staring bothers you, ignore it, or dress differently if you think it's because of how you are dressed. You cannot make people stop staring if they want to.
