Why would someone initiate with small replies?

I've spoken to a few people that send small replies all the time, my first assumption is lack of interest but they come back, are they just really busy or bad as replying maybe, these people are hard to read lol

Maybe they just don't know what to reply.

I'm worse, sometimes I don't even reply back, I mean I see the text and I'm like I'll think of something and reply later and forget to reply.

But if they're doing that all the time then they are not interested in you but at the same time they don't want to disappoint you. They're giving you sign that they don't want to talk to you but can't say that and ghosting also seems like bad option.

So they just stay connected with a loose thread.
