She's flirting right?

There is this girl that is in my group at church. She’s a pretty girl that I used to see every week. However since my schedule at work changed I can’t make the church group but 6 or so times a month. She always says she is so sad and missed me. When she sees me I get multiple hugs, she gave me a card for my birthday and Christmas cards as well. She tells me she misses me. When I told her I can’t see her for a few more months she said "That's unacceptable" and she said mutual friends of ours would set up a dinner for us to be able to hang out.
I am 99.9% certain she is flirting with me and likes me, but I want to be sure. She hasn’t given me her phone number either. Is she flirting with me or just being nice?

This one’s tough, because I’ve been in a friend group with a few guys in it and I’ve said such similar things, but as to relay fondness because I was really cool with those guys. Two of those friendships ended because they got a crush, asked me out and I felt terrible having to turn them down. They made me feel as though I led them on and when I look back I could sort of see how it came across that way. Like I’d say I missed them, give them hugs or hook arms when we walked, planned one a birthday party, usually had fun drunken banter, list goes on. I guess I just felt like it was ok because I’d do the same for a female friend, and we were all so close. Ofc you can say she’s different or the situation is unmistakable flirting, maybe it is but you won’t know unless you ask. If you feel confident you’re right then act on it and I hope it works out.

Depending on her age, she's simply INTO you. It could be a crush or actual feelings. The little bossy edge ("That's unacceptable") tells you she's more than flirting.
