Why does he stare at me from far away but up close he can't make eye contact?

This guy and me first made eye contact for about 5 secs twice in a row when we first saw each. I use to see him trying to look from the corner of his eye and one day I got the courage to smile at him but he only stayed looking and kept walking. 10 min later me and my friend saw him and I looked away but she said he turned really red and stayed looking at the door we came in.

It looked like he wanted to approach me twice but didn't he even sat in front of me and answered a question this girl asked me but he answered her after I did but he didn't look at me or say anything to me.

My friend always sees him staring at me from far away for a very long time and I caught him too but when he is up close he tries to not look at me. Also once we saw him and his friend looking my way a lot and smiling or laughing. When he left he walked right past me. He even use to walk the way I did but sometimes he doesn't.

Why does he stare from far and not close?

The end of the semester for college is basically Friday and next week it's only the final.

But if he didn't approach I was thinking the number would do but I am scared too look like a fool and if he doesn't text because sometimes I feel like he doesn't like me then I feel like he does but I'm scared to risk it

I have a question. I was going to give him my # today when I saw him walking down the hall. But when I saw him he didn't walk into the building and he kept going straight but trying to look in the building while walking. I noticed he went around the whole building and walked up the stairs outside.

Today I know he was starring because my friend and me saw him, but why would he avoid me?
