If he's starring all the time then yeah. If he makes eye contact but then slowly lowers his gaze, it's probably becasue he can't help it. It could also be becasue you are self-conscious of your breasts? Like you could be standing awkward, unintentionally drawing attention towards them, wearing revealing/figure hugging clothes.

Here's a newsflash for you, even the guys who you don't catch staring at your boobs, are staring at your boobs. Guys like boobs. I don't know why this is strange to some women. Especially when you girls stare at men's butts and muscles all the time as well.
