What does it mean when a guy says your hair is cool?

I have this friend that I like and he calls me meg meg and what not. This one day he picked up some of my hair from my shoulder and said "meg meg' s hair is cool, isn't it?
What does this mean? Could he like me? Or does he just like my hair?
